Notice of Intent to Amend PFC Application - 1/18/2013

In accordance with Federal Aviation Regulation Part 158 Passenger Facility Charges, section 158.24, the New Orleans Aviation Board hereby provides notification of its intent to amend several of its existing Passenger Facilities Charge (PFC) Applications at the Louis Armstrong New Orleans International Airport.

PFC No. 26 Aircraft Loading Bridges

Description: Purchase of airport loading bridges.

Justification: Previously approved

Amendment: Reduce Pay-as-you-Go authority and revise Finance & Interest costs

PFC Level: $3.00

Total PFC Revenue: $28,933,565

PFC No. 33 Expansion of Concourse D

Description: Construction of work within the terminal to support needs of an expanded concourse.

Justification: Previously approved

Amendment: Revise Finance & Interest costs

PFC Level: $4.50

Total PFC Revenue: $67,587,173

PFC No. 38 Rehabilitate Runway 10/28

Description: Design of the rehabilitation of runway 10/28 and upgrade of associated airfield lighting and markings.

Justification: Previously approved

Amendment: Revise Bond Capital and Finance & Interest costs

PFC Level: $4.50

Total PFC Revenue: $111,168,643

PFC No. 55 Airport Master Plan

Description: Preparation of a new airport master plan.

Justification: Previously approved

Amendment: Reduce Pay-as-you-Go authority

PFC Level: $3.00

Total PFC Revenue: $1,500,000

PFC No. 62 Terminal Interior and Exterior Improvements

Description: Renovation of interior and exterior of the terminal building

Justification: Previously approved

Amendment: Increase funding for eligible costs and revised Finance & Interest costs

PFC Level: $3.00

Total PFC Revenue: $55,554,137

PFC No. 67 ARFF Vehicle

Description: Purchase modern rescue and fire fighting vehicle to augment ARFF response capabilities.

Justification: Previously approved

Amendment: Include the use of available project authority to fund a match on AIP funding for an additional ARFF vehicle

PFC Level: $4.50

Total PFC Revenue: $1,000,000

PFC No. 73 Terminal Apron Rehabilitation

Description: Rehabilitate apron areas surrounding the passenger terminal and concourses.

Justification: Previously approved

Amendment: Convert a portion of the project authority from Pay-as-you-Go to PFC-backed financed funding

PFC Level: $3.00

Total PFC Revenue: $16,968,263

PFC No. 74 North Perimeter Road

Description: Paving and reconstruction of an unpaved section of the two-lane Air Rescue Fire Fighting equipment perimeter road.

Justification: Previously approved

Amendment: Increase funds for eligible costs and convert all project authority from Pay-as-you-Go to PFC-backed financed funding

PFC Level: $4.50

Total PFC Revenue: $3,951,820


PFC No. 75 Facility Improvement Program

Description: Replacement and upgrade of mechanical, electrical, and plumbing systems to enhance service to the terminal facilities. Restore building structural elements and weather integrity to degraded terminal facilities.

Justification: Previously approved

Amendment: Include the use of available project authority to fund the baggage tunnel in Concourse C and the fire line joint replacement

PFC Level: $3.00

Total PFC Revenue: $2,000,000

PFC No. 77 Baggage Handling System

Description: Upgrade and replace existing baggage handling systems in the East and West terminals.

Justification: Previously approved

Amendment: This project is being withdrawn.

PFC Level: $4.50

Total PFC Revenue: $0

PFC No. 79 New Airfield Lighting Vault

Description: Relocated and upgrade the airfield lighting vault that controls and powers airfield operations lights.

Justification: Previously approved

Amendment: Increase funds for eligible costs and convert all project authority from Pay-as-you-Go to PFC-backed financed funding

PFC Level: $4.50

Total PFC Revenue: $4,554,413

Charge Effective Date: August 1, 2003

Estimated Charge Expiration Date: October 1, 2024

Total PFC Revenue to be collected for this application: $537,191,118

Overall PFC Collection Level: $4.50
