The ACDBE Program is promulgated pursuant to 49 CFR Part 23. It includes certain concessions operations at the airport. As a recipient of Federal financial assistance, the NOAB is mandated to maintain a viable ACDBE program to promote and maintain a level playing field for all ACDBEs to compete for and to perform for those concessions. Additionally it is our commitment to remove any barriers which may impede ACDBE participation, assist in the development of ACDBE firms to compete successfully, ensure that the ACDBE Program is narrowly tailored in accordance with applicable laws, and implement ACDBE eligibility standards which are consistent with 49 CFR Part 23.

Firms must be ACDBE-certified prior to bid submission to be considered for participation toward any ACDBE contract goal. Post-bid certification concerns must be addressed and approved by the DBELO.

To view a list of ACDBE-certified firms, visit the Louisiana Unified Certification Program site: www.LAUCP.org -> UCP Directory Search -> Select Airport Concession from the “Type Service” drop-down box.

Unified Certification Program (UCP)

In order to comply with regulatory mandates, the NOAB has collectively joined with the Louisiana Department of Transportation and Development (LADOTD), the LADOTD New Orleans DBE Office and the New Orleans Regional Transit Authority to develop and implement uniform procedures for (AC)DBE certification. This program eliminates the necessity for (AC)DBE firms to complete multiple applications, as certification decisions are reciprocally accepted throughout the UCP membership in Louisiana.

For further information on the UCP, please go to: www.LAUCP.org.

ACDBE Certification

In order to comply with our ACDBE Program, the New Orleans Aviation Board (NOAB) has established a DBE office and has appointed a DBE Liaison Officer (DBELO) to coordinate and administer the program and plan. The first step in the certification process is to complete and submit an ACDBE application to the DBELO at the Louis Armstrong New Orleans International Airport. The DBELO then conducts a site visit to verify status and issue a decision. The NOAB will certify only those businesses which are at least fifty-one percent (51%) owned and controlled by persons who are socially and economically disadvantaged.

An eligible ACDBE must be an independent business where ownership and control by socially and economically disadvantaged individual(s) are real, substantial and continuing. Individuals who are members of the following groups and are citizens of the Unites States may be reputably presumed to be socially and economically disadvantaged: African-Americans, Asian-Pacific Americans, Hispanic Americans, Native Americans, Subcontinent Asian Americans, women, and other minorities found to be disadvantaged by the Small Business Administration. The ACDBE owners must share in the risks and profits commensurate with their ownership interests, and must also possess the power to direct or cause the direction of the day-to-day management and major decisions of the firm. There cannot be any restrictions which prevent the ACDBE owners from making a business decision without the cooperation or vote of the non-ACDBE owners. If non-ACDBE members of the firm are disproportionately responsible for the operation of the firm, the firm will not be certified.
